At noon thousands of public employees are expected to march through the streets of Quebec city.
The "Common Front" was hoping to wrap up contract negotiations today with the government.
That is unlikely to happen, but union workers say they still want the government to meet their demands.
On Monday night, the Charest government agreed to make concessions to public-sector workers.
In a highly-publicized meeting, Treasury Board president Monique Gagnon-Tremblay, Health minister Yves Bolduc and Education Minister Michelle Courchesne met with union leaders, and both parties agreed to step-up negotiations.
They hope to reach an agreement by early April.
