Provincially funded daycares will need to abide by new measures to become more accountable, said Quebec's families minister, Tony Tomassi, Monday.
Any government funded daycare permit holders must give three months notice to the ministry when planning to sell their daycare or their permit if the sale affects at least 10 per cent of the daycare's shares, he said.
The government would retain the right to refuse the sale of a permit.
The government is also planning to hire 40 more inspectors - up from 18 - to ensure daycare operators adhere to standards.
Under Tomassi's new plan, daycares charging parents additional fees for $7-a-day spaces would be sanctioned by the inspectors, as would attempts to provide religious instruction in public daycares.
Though Tomassi preferred not to comment on the link between recent daycare scandals and the new measures, he admitted his government needed to respond.
"We had to bring in measures to give back the confidence of the people in the (daycare industry)," he said.
