At 4 o'clock this afternoon, Finance minister Raymond Bachand will rise in the legislature to table his first provincial budget.

Bachand dropped the ministerial habit of buying new shoes, and instead had an old pair refurbished.

However he did buy new glasses, saying his budget will provide Quebecers with a clear view of the province's balance sheet.

Until 4 o'clock, reporters are in a closed-door meeting with ministry officials who are explaining every page of the massive document.

CTV anchor Mutsumi Takahashi, consumer reporter Tania Krywiak, and Quebec City bureau chief John Grant are in the lockup, analyzing the budget and what it means for Quebecers.
