MONTREAL -- Liberal Leader Justin Trudeau is promising a more open and transparent government if his party is elected in October.

Trudeau says a Liberal government would bring substantial change to the scandal-tainted Senate.

Speaking on the campaign trail in Montreal, Trudeau said he would bring in a merit-based appointment process.

It's no coincidence the Liberals are talking about Senate reform today: on Wednesday, the trial of embattled former Conservative senator Mike Duffy resumes after a two-month hiatus.

The first witness will be Nigel Wright, the former chief of staff to Prime Minister Stephen Harper and the man who provided Duffy with $90,000 of his own money to repay his disallowed housing and travel expenses.

Duffy has pleaded not guilty to 31 charges, including fraud, bribery and breach of trust.

Trudeau also says he will give greater independence to parliamentary committees.
