The provincial government is launching an administrative inquiry into a jailbreak.

On Saturday evening a helicopter flew into Orsainville prison near Quebec City and three men wanted for murder climbed aboard and escaped.

15 months after a similar escape, and amid reports that prison officials knew for months that an escape was being planned, Premier Philippe Couillard said the lack of co-ordination among security officials is troubling.

"The government is not satisfied with the flow of information, the level of information, and the coherence of the information that it has received from the various actors and there are four of them in this situation," said Couillard.

"We want to go at the bottom of that situation."

Couillard said on Wednesday that four days after the escape he is still concerned about the confusion and lack of clarity from the Public Security department, police, the Justice Department and officials at the Orsainville prison.

Public Security Minister Lise Theriault said on Wednesday that despite the contradictions, there is an agreement with Nav Canada to enforce a no-fly zone around prisons in Quebec.

"I have received a document which will confirm what I told you is the truth," said Theriault, who said earlier this week that there is an agreement.

Escapees waiting trial for murder

On Saturday Yves Denis, 35, Denis Lefebvre, 53, and Serge Pomerleau, 49, were waiting in a prison courtyard when a green helicopter landed.

The three inmates, who are wanted for murder, climbed aboard and have not been seen since.

"The first priority is to get those three persons back in jail again. This is what threatens citizens' security as we speak," said Couillard.

Pomerleau stands 5'11" and weighs 250 lbs (1.80 m, 113 kg) and has brown hair and brown eyes.

Lefebvre has brown hair brown eyes and is listed at 6'1", 220 lb, (1.86 m, 99 kg).

Yves Denis has brown hair and brown eyes and stands 5'7", 135 lb (1.75 m 61 kg).

Interpol issues alert

Interpol issued an international alert Wednesday for the three prisoners. The request came from Interpol's Ottawa branch, which is run by the RCMP.

Based in France, Interpol sent out an 'orange notice' to law enforcement agents in 190 countries wordlwide.

The notice warns of "an event, a person, an object or a process representing an imminent threat and danger to persons or property."

Similar to 2013 escape

Saturday's brazen escape had many similarities to another Quebec prison break from March 2013.

In that case, two inmates fled a prison in St-Jerome, Que., with the help of a Robinson 44 helicopter. The helicopter pilot had been forced to fly the aircraft at gunpoint, according to police.

Within hours of that escape, the two inmates and two men accused of hijacking the aircraft were apprehended by police in Mont Tremblant.

Public security officials say after the 2013 escape they discussed covering courtyards with nets to prevent a repeat, but decided that would be too expensive.

Instead they decided to string wires or cables over courtyards, and those apparently have been purchased for the prison at Orsainville but were never installed.
