MONTREAL - The war on drugs has led to drug cartels in Mexico that wield more power than police.

Jerry Langton has written a book about the rise of the cartels.

His research shows drug dealers saw what was happening in Colombia, and used that as a template to create a corrupt, shadow government that is chaotic and horrifying.

"I looked back into the history of Mexico, and until the year 2000 the government had never changed to an opposition party without violence, ever," said Langton.
