A mother of a three-year-old girl is speaking out after she says she had an altercation with lifeguards at an Outremont pool.

Veronique Shapiro says the lifeguards at the John F. Kennedy pool ordered her to put her toddler's bathing suit top on.

When she refused, they told her she had to leave because a borough rule dictates any girl over the age of two has to wear a top.

Shapiro said no did not believe any such rule existed, and pointed out that none of the pool regulations posted on a sign next to the water mentioned anything about children's swimwear.

An argument ensued.

"I was screaming a lot and at a moment she grabbed my shoulders, turned me, put her legs in between my legs and put me down on the floor while I was holding my daughter. And so the floor hit her head, her forehead. Somebody took my daughter, I don't know who, and I couldn't breathe," said Shapiro.

Shapiro says the female lifeguard, who first told her to leave, grabbed her cell phone.

The scuffle left a large bruise on her daughter's forehead and led to the poll closing for the day.

Outremont Mayor Marie Cinq Mars said Thursday that no such borough rule exists.

Police are investigating.
