MONTREAL - Federal finance minister Jim Flaherty delivered his first budget as a majority government, but it is not a major transformation toward a smaller government.

"A lot of people expected it to be much harsher frankly, and so I mean when you are talking about 20,000 jobs over the next three years. Just attrition will solve that," said political analyst Jean Lapierre.

L. Ian Macdonald said the Conservative party delivered mixed messages.

"The prime minister was saying it was going to be transformational. Mr. Flaherty was saying it was going to be moderate. Flaherty was holding the pen more than Harper in this one," said Macdonald.
