MONTREAL - After a week where students argued that higher tuition fees would only fuel an inefficient and wasteful university system, Education Minister Line Beauchamp fined Concordia $2 million on Friday for "excessive severance packages."
"The government is reacting because obviously students are saying, ‘If we are going to pay more, make sure you clean up your act at the university level,'" said Jean Lapierre,
