Premier Philippe Couillard’s office has confirmed that they received a complaint last fall against then Agriculture Minister Pierre Paradis.
A party spokesperson said Paradis's alleged victim approached Couillard's office in the fall but declined to meet to give details regarding her allegations.
The spokesperson confirmed this was the same person who later filed a complaint with police regarding Paradis's conduct.
Paradis was removed from cabinet and the Liberal caucus 24 hours before reports surfaced about alleged sexual misconduct with a member of his staff.
Couillard originally stated that he first saw a copy of a letter of complaint last Tuesday.
Paradis’s aide had said Paradis had fallen off a horse and suffered a "light" concussion, and so was going on sick leave until he recovered.
It was only on Thursday that the premier removed Paradis from cabinet and suspended him from the Liberal party.
The Sureté du Quebec is investigating the allegations against Paradis, but no charges have been laid.
