Investigative reporter William Marsden's latest book is called Fools Rule, Inside the Failed Politics of Climate Change.
While researching his book Marsden went to multiple climate change conferences and visited scientists studying in the Arctic.
"The only measure of success on these international negotiations is how much have we cut back, and we haven't cut back at all," said Marsden.
"The science on the other hand is a steady and loud drum beat that is more and more urgent with every bit of new data that comes out."
