The Town of Mount Royal is the latest Quebec municipality to ban pit bulls.

“To hear the news of another municipality adopting what we know is unfair, costly and not enforceable and ineffective legislation is disappointing,” said Alanna Devine of the Montreal SPCA.

The bylaw bans all American terriers, two types of Staffordshire terriers and any crossbreed.

The new regulations also require all existing pit bulls to wear a muzzle at all times, even in their own backyard, a requirement civil rights lawyer Julius Grey says is an attack on private life.
 

“That, I think, is illegal and I think the bylaw as described, the TMR bylaw with the rules about backyards and so on, shows an excessive view which should be checked by the courts,” he said.

Grey says TMR's bylaw, along with a similar ban in Boucherville, are far too vague and he plans to challenge them in court.

For now, only those who have already registered their pit bull in TMR are allowed to keep them.

The Town of Mount Royal is not commenting on the new bylaw but told CTV News that it is in response to the fatal pit bull attack in Pointe aux Trembles last month.
