A Pierrefonds man is about to spend a second winter living in limbo.
A year and a half after record-breaking flooding destroyed and damaged hundreds of homes in the West Island, the compensation and rebuilding continues to leave some people frustrated.
Andre Lavigne had enjoyed his Gouin Blvd. property for more than 30 years until 2017's flooding lifted his house off its foundations.
Now he's living in a camper while he tries to convince government officials to give him permission to rebuild.
