MONTREAL -- Stephen Harper announced Wednesday that the Conservatives would re-establish a military college in Quebec as a full degree-granting institution.

Harper is in Montreal but made the announcement through a statement as he has no public events ahead of the French-language leaders' debate Thursday.

He says the Liberals closed College Militaire Royal de St. Jean in 1995 and the Conservatives reopened it in 2008.

The Conservative leader says if his government is re-elected it will restore it as a full-fledged university able to grant degrees.

The move would cost about $4 million each year.

The Conservatives say it would help recruit Quebec-based cadets and improve bilingualism in the Armed Forces.
