The fatal shooting of a soldier at the National War Memorial was “in retaliation for Afghanistan” and other Canadian military missions, according to a cellphone video made by the gunman moments before the attack.

In the video, Parliament Hill shooter Michael Zehaf-Bibeau says he is "aiming to hit some soldiers."

He adds, "You're not even safe in your own land.”

RCMP Commissioner Bob Paulson released the video at an open session of the House of Commons public safety committee Friday. Zehaf-Bibeau recorded the video on his cellphone as he sat in his car not far from the memorial.

Paulson said the man who gunned down Cpl. Nathan Cirillo and stormed Parliament on Oct. 22 was a terrorist.

Paulson explained that for "operational reasons" a total of 18 seconds have been edited from the video's beginning and end.

The cellphone was found by investigators in the car Zehaf-Bibeau was using the day of the shooting.

After filming the video, Zehaf-Bibeau shot Cpl. Cirillo from behind as the young reservist stood guard at the National War Memorial. Zehaf Bibeau then rushed, gun in hand, to nearby Parliament Hill.

He died while exchanging gunfire with Parliament Hill security, including then-Sergeant-at-Arms Kevin Vickers.

Two days earlier, an attacker with jihadist sympathies struck and killed Warrant Officer Patrice Vincent with a car in Quebec.

The assaults spurred the federal government to introduce controversial new anti-terror legislation that would broaden the mandate of the Canadian Security Intelligence Service.

The Mounties are still trying to determine if anyone collaborated with Zehaf-Bibeau.

To those who are involved and listen to this movie, this is in retaliation for Afghanistan and because Harper wants to send his troops to Iraq.

So we are retaliating, the Mujahedin of this world. Canada’s officially become one of our enemies by fighting and bombing us and creating a lot of terror in our countries and killing us and killing our innocents. So, just aiming to hit some soldiers just to show that you’re not even safe in your own land, and you gotta be careful.

So, may Allah accept from us. It’s a disgrace you guys have forgotten God and have you let every indecency and things running your land. We don’t, we don’t go for this. We are good people, righteous people, believers of God and believing his law and his Prophets, peace be upon them all. That’s my message to all of you in this, Inshallah, we’ll not cease until you guys decide to be a peaceful country and stay to your own and I-, and stop going to other countries and stop occupying and killing the righteous of us who are trying to bring back religious law in our countries.
