The Quebec Court of Appeal has confirmed that Laval Mayor Marc Demers did not violate residency rules when he was elected to his position in 2013.

Demers was challenged by defeated opponent Jacques Foucher who argued that Demers was not eligible because he had not spent 12 consecutive months living in Laval before the election.

In December a lower court disagreed, and this Friday the Court of Appeal upheld that ruling.

The judges ruled that while Demers was indeed living outside of Laval for a few months, he did respect the spirit of the law because he had already made an offer to purchase a home in the city prior to becoming a candidate, and had lived in Laval for most of his adult life.
