The Quebec Labour Relations Commission has shot down a Hydro Quebec workers’ union plan to strike because the tactics included a refusal to repair power outages over a certain number of megawatts.

The commission judged that the strike would not be permitted because the dates of power outages are unpredictable and - according to the Quebec Labour Code - a union must inform an employer of when it plans to strike.

The 2,537 Hydro Quebec Technologists Union had also planned to refuse to work overtime as part of their strike tactics starting Thursday.

The issue of essential services was not addressed because the strike notice was denied.

Union chief Michel Drapeau later wrote that the union has since applied to go on a full strike on September 5.
